Information on Traffic and Parking 

Details:

You must purchase a parking permit if operating a motor vehicle on University property.  A valid permit must be displayed on each vehicle while on campus.  Freshmen students are permitted to park on campus but must use the upper JFK parking lot. 

University Police Department will issue citations for violation of the University's parking/driving rules and regulations electronically.  As part of the new process, all notifications will now be handled through the Universitys email system. 

With this process, whenever a citation is issued, a citation notification will be sent immediately to the university email address of the person registered with the vehicle.  Instructions will be listed in the notification indicating how to view the specific details of the citation on my.francis.edu.  Appeal requests will also be submitted on my.francis.edu, as will the appeal committee reviews of all appeals.

Please also note that all citations will now be charged (via student account or payroll deduction), regardless of whether an appeal has been submitted and is in the process of being reviewed by the University Police Department or Appeal Review Committee. If an appeal is granted by the Appeal Review Committee and the citation has been charged, a refund will be issued (within 10 days for a student and on the next applicable pay period for an employee). If an appeal is granted by the Appeal Review Committee and the citation has not yet been charged, it will be canceled without any charge being processed.

Parking for Individuals with Disable Parking Permit. Each building has designed disabled parking.  You must display a disabled parking permit in order to use those spaces.  The Chapel side of the mall is considered authorized parking for those in need, as well as various additional parking spaces throughout campus.  Temporary disabled parking permits may be obtained by contacting the University Police.  When the disability is not apparent, a doctor's certification is required.  Vehicles parked in disabled spaces must display a placard obtained from University Police in addition to a valid hangtag parking decal.  For additional information, contact the University Police Department at 814-472-3360.
