General Statement on Assembly and Speech

With the intellectual ministry of Saint Francis University, students enjoy the essential freedoms of scholarship, inquiry, and expression. Thus, students are free to express their personal viewpoints and expose causes both inherent and external to the University, so long as these viewpoints do not infringe on the basic rights and freedoms held by other members of the University community.

Student Assembly and Speech

Students are encouraged to raise concerns through appropriate means. Students are to schedule an appointment with the department responsible for the area of concern. Students that wish to form an organized awareness demonstration, protest, or display must register their request with the Associate Dean of Students no less than five working days prior to the event date. With the approval of the Associate Dean of Students or designee, a permit will be issued allowing the activity and outlining the date, time, nature, and place the event may take place. At no time shall an awareness demonstration, protest, display or statement be permitted to interfere with classes, classrooms, residence halls, roadways or in an area that would interfere with the day-to-day operations of the University. Every effort will be made to accommodate the legitimate request of the students. Denials of such requests by the Associate Dean of Students may be appealed to the Vice President of Student Affairs.

Non-Student Assembly and Speech

No organized demonstration, protest, display, or statement by a non-student group will be permitted on the campus of Saint Francis University without prior authorization of the Associate Dean of Students. At no time shall an awareness demonstration, protest, display, or statement be permitted to interfere with classes, classrooms, residence halls, roadways, or in an area that would interfere with the day-to-day operations of the University. An awareness demonstration, protest, or statement will not be permitted that is contrary to the University's mission and nature during the ordinary course of business. Demonstrations, protests, or statements during special events open to the public will be restricted to a designated area. At no time shall displays be erected on campus without prior approval from the Associate Dean of Students.
